High Latency connecting from germany

Even though I have a bad internet I was usually able to play on all UK servers with an average ping of 80-90 which was still playable for me
But lately (problem exists for almost a week now) my ping has jumped up to 120-140, which is unplayable for me.
It only happens during the day, in the early morning or after midnight its fine, but at this time i dont access any servers anyway.
After checking through, i found out, that i had this issue only when connectiing to killercreation servers, both game servers and ventrillo servers.
So I tried tracing the route from my router to your server
heres the result:

There is a known issue between Deutsche Telekom AG (DTAG) who are your ISP and TINET/Tiscali at present. We submitted a ticket to TINETs NOC on Saturday and after chasing it up today, the problem has been confirmed as a congested fiber link.
TINET said that new fiber to cope with additional traffic has already been laid but they are waiting on DTAG to terminate their end. Unfortunately there is not a great deal we can do as it rests with your ISP.
We have routed some of DTAG's ip blocks (outbound from us) via another of our transit providers ENTA to hopefully get around the prob, however, nearly all inbound traffic from DTAG is coming in over TINET which is controlled by your ISP, and until they add capacity to cope this problem will continue.

i seem to have the same problem with killercreation-servers.
my traceroute looks similar.

Now i tried to contact DTAG but their customer service doesnīt know of any problem.
Iīm currently in the process of getting in contact with someone from their routing department, but i guess that takes some time.
So can you give any update on the situation between Tiscali (TINET) and DTAG?

From what TINET tell me, they are still waiting for DTAG to terminate the additional capacity but you never really know who is telling the truth in these situations. DTAG will blame TINET and vice versa which is mostly because there are costs involved to one or both parties and it's easier to deny it.
Below is a snippet from one of our TINET tickets last week about DTAG's 'tests'
"Dear Customer,
Further to our last e-mail, please be advised that our peering partner (DTAG) has concluded the investigation and no other issue has been
found."
Obviously if they actually tested latency they would find issues, so it's just a case of ignoring till they get around to fixing it.

Hopefully i can get in contact with someone from their peering department. Maybe they know more about the situation, because its really anoying when i canīt play on your servers.

TInet and DTAG now have additional fiber between them to cope with the extra load.

Basicly my mates and I have the same issue we play with a ping above 100-130.
Most of us have ADSL broadband but even the ones with 60/80Mbits\\10/18Mbit connection dudes have this.
I also traced the connection from my pc to the server these are the results

Is this enough or do you require more info?

Are you referring BC2's in-game 'ping'? If you are, it will be way higher than the icmp trace you provided a above. Simply check the BC2 browser before joining a server and then compare it to the one in-game.
If you're not, then provide the IP of the end-user affected along with a trace.

I didn't quite understand the last part. But I am referring to the in game ping. I took a screenshot of the scoreboard with the ping notifications shown as well.
It clearly shows all but one with a ping of over the 100.
As far as that last bit about the tracering I used the "tracert.exe *serveradress* " command and copy pasted the results here.
Did I miss a step?
